The Enforcement Directorate’s (ED) Jalandhar Zonal Office has undergone a significant leadership change following a major move against one of Punjab’s most veteran political figures. Additional Director Ravi Tiwari, the senior-most official heading the Jalandhar wing, has been transferred to Chennai just days after issuing summons to former Chief Minister Captain Amarinder Singh and his son, Raninder Singh.

The father-son duo was summoned in connection with a long-running probe under the Foreign Exchange Management Act (FEMA) involving alleged undisclosed foreign assets and a Swiss bank account.

The Strategic Reshuffle: Timing and Impact
The Union Ministry of Finance issued the transfer orders on Thursday evening, shifting Ravi Tiwari—a 2009-batch IRS officer—to the Chennai zone. He has been replaced in Jalandhar by Additional Director Dinesh Pachauri. While ED headquarters in New Delhi has described the move as a “routine administrative exercise” due to the completion of Tiwari’s tenure, the timing has sparked intense speculation across North India’s political circles.

Key Developments in the Case:
The Summons: Raninder Singh was required to appear on February 12, while Captain Amarinder was summoned for February 13.

Medical Adjournment: Neither appeared. Captain Amarinder (83) is currently recovering from knee replacement surgery at a Mohali hospital, and both have requested fresh dates on medical grounds.

Legal Breakthrough: The summons follow a September 2025 High Court ruling that allowed the ED to inspect confidential Income Tax records received from French authorities.

Political Fallout: Muzzling or Management?
The move has triggered a sharp “Blame Game” between the Congress and the BJP, mirroring the recent political shifts in the region.

Opposition Allegations:
Congress leaders, including Jalandhar Cantonment MLA Pargat Singh, have alleged that central agencies are being used to “muzzle” Captain Amarinder. They claim the summons were triggered by the former CM’s recent “pointed questions” regarding his standing within the BJP and the party’s handling of Punjab’s interests.

The Congress Invitation:
In a surprising twist, AICC Punjab in-charge Bhupesh Baghel remarked that the Congress high command is “open to considering” Amarinder’s return to the fold, suggesting the former CM is feeling “suffocated” in his current party. However, Amarinder’s daughter, Jai Inder Kaur, has dismissed these claims, reaffirming her father’s commitment to the BJP.

This case represents more than just a political spat. It highlights the growing scrutiny of offshore financial structures and the complexities of Double Taxation Avoidance Agreements (DTAA).

The Jacaranda Trust, linked to the HSBC bank accounts in Geneva, remains at the heart of this decade-old investigation. Whether this transfer will accelerate or stall the probe into one of India’s most powerful political families remains the million-dollar question.
