The political corridors of Himachal Pradesh and Delhi are buzzing with a controversy that has transitioned from a mere street protest to a high-stakes ideological battle. At the center of this storm is a provocative act of dissent by Youth Congress workers: protesting by removing their shirts and vests. While the act itself grabbed headlines, the subsequent defense by Chief Minister Sukhvinder Singh Sukhu has set the stage for a massive confrontation with the Bharatiya Janata Party (BJP).

The Spark: A Radical Display of Dissent
It all began when Youth Congress workers, agitated by what they term the “anti-people” policies of the central government and the targeting of their leadership, took to the streets. In a dramatic display of defiance, several workers stripped down to their waists, removing their shirts and vests to signal their desperation and the “naked truth” of the current political climate regarding unemployment and inflation.

In a move that surprised many, Chief Minister Sukhvinder Singh Sukhu did not distance himself from these tactics. Instead, he doubled down, offering a staunch defense of his party’s youth wing. Sukhu stated emphatically that there is “nothing wrong” with protesting by removing one’s vest. Drawing from his own journey as a grassroots leader, the CM reminisced about his days as a student leader and a Youth Congress activist, noting that he himself had resorted to such methods in the past to make the voice of the youth heard.

The CM’s Counter-Attack and the Himachal Sadan Row
CM Sukhu did not stop at justifying the protest. He took a direct swipe at the BJP for the arrest of Youth Congress workers, framing the crackdown as an attempt to stifle democratic dissent. Furthermore, he addressed the brewing controversy regarding the stay of these workers at Himachal Sadan in Delhi.

“I have booked rooms for Youth Congress leaders at Himachal Sadan,” Sukhu declared with transparency. He clarified that as the Chief Minister, it is within his power to provide accommodation to representatives from his state. He further expanded his defense by stating that he doesn’t just book rooms for Congress leaders, but also for journalists and politicians across the political spectrum, emphasizing that the Sadan is a state resource meant for the people of Himachal.

BJP Fires Back: “Anti-National” and “Anti-Modi” Allegations
The BJP, however, is not buying the CM’s “traditional dissent” narrative. The opposition has launched a scathing attack, elevating the rhetoric to the level of national security. Former Chief Minister and Leader of Opposition, Jai Ram Thakur, has expressed grave concern over the nature of the protest, demanding a high-level inquiry into the entire incident.

State BJP Chief Dr. Rajeev Bindal went a step further, accusing the Chief Minister’s Office (CMO) of providing a “safe haven” for what he termed “anti-national elements.” The BJP argues that the slogans raised and the conduct of the Youth Congress workers were not just anti-BJP, but “anti-PM Modi” and fundamentally “anti-national” in spirit. By providing rooms at Himachal Sadan, the BJP alleges that the state government is using taxpayers’ money to facilitate individuals involved in activities that undermine the dignity of the Prime Minister and the nation.

Is CM Sukhu is clearly trying to consolidate his image
As we look at the legal and political fallout, several questions arise. Is removing a shirt in public as a form of protest a protected right under freedom of speech and expression, or does it cross the line into public indecency or “anti-national” behavior as the BJP suggests?

From a political standpoint, CM Sukhu is clearly trying to consolidate his image as a “people’s CM”—one who hasn’t forgotten his activist roots. By standing with the youth, he is signaling that his government will not be bullied by central agencies or opposition pressure. On the flip side, the BJP is attempting to paint the Congress as a party that supports chaos and disrespects national institutions.

The demand for an inquiry into the Himachal Sadan guest list suggests that this battle will move from the streets to the assembly floor. The “vest protest” has become a symbol of a much deeper divide in Himachal politics.
